Commissioning

Commissioning is the testing and documentation that shows a new or modified installation meets its requirements before use; under HTM 02-01 (2026), the NHS England guidance, its objective is to ensure that all the safety and performance requirements of the pipeline system are met, tested in full, witnessed and documented.

HTM 02-01 requires testing and commissioning procedures for new installations, additions to existing installations and modifications to them, and says the programme of tests should be divided into four phases, ending with the identity, quality and purity tests by the Quality Controller (MGPS) before handover to clinical staff. ISO 7396-1:2016 covers the testing, commissioning and documentation of medical gas pipeline systems in healthcare facilities. For PSA oxygen plants, a Global Fund guideline (28 August 2024) sets a minimum standard: the plant runs uninterrupted for at least 24 hours at its rated maximum flow (3 days recommended), purity remains above 90% at all times, and a plant is not considered commissioned until the requirements are documented. At the end of commissioning, the guideline calls for a formal handover meeting between the supplier and the hospital.

ULTRAOX SC plants are parameterised and tested in the factory and are ready to start on site, according to the datasheet. See factory acceptance test and how a PSA oxygen plant is commissioned.
