Long-term agreement (LTA) in UN procurement

A long-term agreement (LTA) is, in the UNGM glossary and the UN Procurement Practitioner's Handbook (February 2022), a written agreement between a UN organization and a supplier for a defined period, for specific goods or services at prescribed prices or pricing provisions, with no legal obligation to order any minimum or maximum quantity.

The Handbook, which its authors describe as a descriptive handbook of good practice rather than a prescriptive document, explains that an LTA sets out the commercial terms for the orders that may be issued against it, such as pricing, discounts, payment, delivery and packaging. It binds the supplier on price and all other contract conditions, while the UN organization is typically under no obligation to use a specific LTA exclusively, or to use it at all; to avoid supplier fatigue, LTAs are usually entered into with the intention of being used as outlined in the solicitation. LTAs have other names in different organizations, including framework agreements, systems contracts and requirements contracts, purchase orders can be used to draw upon them, and an organization can use another UN organization's LTA. UNGM lists sharing and piggybacking on LTAs among its features for UN organizations.

For oxygen plants, UNDP's REQ-OXY-001 (effective 1 January 2025) asks the LTA or purchase order awardee to notify UNDP Quality Assurance immediately of any change to the products, and, during the agreement, to notify it without undue delay of any alert or quality issue related to the qualified product.
